Transitional Justice

Uganda is among many countries around the world that have used the process of truth telling and reconciliation to investigate war crimes, deliver justice and reparations. Uganda drafted a transitional justice policy to guide the post conflict transition and integration for those involved and impacted by the war in northern Uganda. The policy, which was drafted over 10 years ago, was only deliberated in the Uganda parliament in 2019.

This critique of the Transitional Justice Policy aims to illustrate the point that lawyers, political scientists and technocratic solutions dominate these processes and often lose sight of the everyday lived experiences and the ambiguity of this particular war where victims became forced perpetrators.
